No, it's Baltimore Mayor Martin O'Malley. Here's the caption:
Lacking major television coverage and suffering from an apparent microphone glitch, Mayor Martin O'Malley's speech on homeland security reached few outside Maryland supporters near the lecturn.
But hey! At least he got on the front page of the Sun!
